The Corona program was the first American reconnaissance satellite system, operated jointly by the CIA and the U.S. Air Force from 1959 to 1972. It used film-return capsules ejected from low-Earth orbit and recovered in mid-air by aircraft. Corona flew 145 successful missions and returned more than 800,000 photographs covering more than 1.5 million square miles of denied territory. The first successful recovery came on August 19, 1960 — less than four months after the Powers shootdown. The Corona program was conceived in 1955, in the same year that the U-2 first flew, and it was developed in parallel with the U-2 program. The program was a joint project of the CIA’s Development Projects Staff, the Air Force’s Ballistic Missile Division, and Lockheed’s Skunk Works. The contractor for the satellite was General Electric; the contractor for the camera system was the Itek Corporation. The launch vehicle was the Air Force’s AGENA-B, a rocket developed by Lockheed that placed the satellite in low-Earth orbit at an altitude of approximately 100 miles. The satellite carried two film-return capsules, each containing approximately 3,200 feet of film, that were ejected from the satellite on command and recovered in mid-air by a C-130 aircraft or, if the mid-air recovery failed, by a ship or by submarine.
The early missions
The first thirteen Corona missions, from June 1959 to August 1960, were unsuccessful. The early missions failed for a variety of reasons: the satellite’s attitude-control system malfunctioned, the film capsules were not recovered, the mid-air recovery aircraft failed to catch the capsule — the film was either not exposed or was destroyed by the heat of reentry. The Corona program, by the spring of 1960, was in serious trouble. The Soviet shootdown of the U-2 in May 1960, and the political consequences of the Paris Summit collapse, made the satellite program a high-priority national security program. The Air Force assigned additional resources, program was re-engineered in the summer of 1960.
The first successful mission, Discoverer 14 (the program’s nominal name; the program’s real name was classified), returned its film capsule on August 19, 1960, less than four months after the Powers shootdown. The mission carried 3,200 feet of film covering approximately 1.5 million square miles of the Soviet Union, including the Plesetsk missile test site, the Tyuratam test range, the submarine pens at Severodvinsk, and the airfields used by Soviet long-range aviation. The film was processed at the CIA’s National Photographic Interpretation Center (NPIC) and the Air Force’s Strategic Missile Evaluation Center. The imagery was, as Dino Brugioni, the founding deputy director of the NPIC, has written, the first unambiguous view the United States had of the Soviet military-industrial complex.
The Cuban Missile Crisis
Corona’s most consequential mission was the one of October 14, 1962, that produced the photographic evidence of Soviet MRBMs in western Cuba. The mission, Mission 9051A, was a high-resolution photographic run that captured the San Cristóbal MRBM site, the Sagua la Grande IRBM site, and a series of supporting facilities. The imagery was processed at the NPIC in Washington, and the existence of the missiles was confirmed by the morning of October 15. President Kennedy was briefed on October 16; his first Quarantine speech to the nation was on October 22. The Crisis would have developed differently, and possibly worse, without the Corona imagery.
Corona imagery also supported the verification of arms-control agreements. The SALT I limits of 1972, which restricted the number of strategic missile launchers and heavy bombers, were verified in part by Corona imagery. The SALT II limits of 1979 were verified in the same way, by the successor systems to Corona. The verification of the Soviet compliance with the agreements was a key argument in the U.S. domestic political debate, and Corona’s contribution to that argument is one of the most important examples of the role of technical intelligence in the management of the Cold War.
The successor systems
Corona was replaced by a series of more capable systems. The KH-7 GAMBIT (1963–1967) and the KH-9 HEXAGON (1971–1986) were the principal successors; the KH-9 in particular was a much larger satellite that returned more than 60,000 feet of film per mission and covered larger areas in higher resolution. The KH-11 KENNEN, first launched in 1976, was the first American reconnaissance satellite to use digital imaging and electronic transmission; it provided near-real-time imagery to ground stations in the United States and to forward-deployed commanders. The KH-11 was followed by the KH-12 ENHANCED IMAGING SYSTEM and a series of classified successors that are still in operation in 2025. The current generation of American reconnaissance satellites, including the systems that produced the imagery of Russian military movements on the Ukrainian border in early 2022, is a direct descendant of Corona and the National Photographic Interpretation Center that analyzed its imagery.
The declassification
The Corona program was declassified on February 22, 1995, by Executive Order 12951. The declassification was led by the CIA’s historian, the late Gerald Haines, and the program’s declassification officer, the late Robert A. McDonald. The declassification released more than 2 million frames of imagery and the program’s internal records, including the 1958 development history and the 1960 air force evaluation reports. The declassification was an important step in the post-Cold War reassessment of the role of technical intelligence, and it has been the basis for a substantial body of academic work, including the studies of Dwayne A. Day in Eye in the Sky (1998), of John M.
